At Davidson Water, Inc., the health and safety of our members are our top priority. In compliance with the Lead and Copper Rule Revisions (LCRR) issued by the Environmental Protection Agency (EPA), we have undertaken a comprehensive review of our water distribution system.
What is a Service Line?
A service line is the pipe that connects your home or business to the public water supply. This line ensures the delivery of water from the main distribution line in the street to your property.
- Utility-Owned Portion: The portion of the service line that runs from the main distribution line to the water meter is owned and maintained by Davidson Water, Inc.
- Member-Owned Portion: The portion of the service line that runs from the meter to the house or building is owned and maintained by the property owner.
Utility-Owned Service Lines
We want to assure our members that Davidson Water, Inc. has never installed lead service lines on the utility-owned portion of our water system. Our infrastructure has always adhered to high safety and material standards, ensuring the delivery of clean, safe drinking water to our community.
Member-Owned Service Lines
In addition to evaluating the utility-owned portion, we have also reviewed the member-owned service lines, particularly for homes or businesses built before the 1987 federal lead ban. We estimate that there are approximately 33,800 connections within our system that fall into this category.
To ensure that these lines are lead-free, Davidson Water, Inc. followed the Service Line Inventory Statistical Methods and Predictive Modeling Guidance for North Carolina in conducting a statistical analysis of member-owned service lines. We performed over 5,500 visual inspections of service lines at the meter box — well above the 381 inspections required for statistical analysis. None of these inspections identified lead service lines. Based on this analysis:
Ongoing Commitment to Safe Water
Davidson Water, Inc. remains committed to transparency, regulatory compliance, and proactive measures to maintain water quality. As part of our ongoing efforts, we will comply with the Lead and Copper Rule Improvements (LCRI), released on October 8, 2024. The LCRI enhances public health protections through increased monitoring and water testing requirements, including regularly testing for lead and copper at customer taps and taking immediate corrective actions if elevated levels are detected.

PFAS's are a group of chemical compounds that include perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS). These chemicals can cause problems with the endocrine and reproductive systems as well as adversely affect normal development, with fetuses and breastfed infants being most susceptible. The EPA has issued a lifetime health advisory concentration of 0.070 parts per billion for both PFOA and PFOS.
PFOA is commonly found in nonstick coatings used for cookware, while PFOS is commonly found in firefighting foam and protective fabric coatings. These chemicals can be found in drinking water supplies or taken into the body through direct contact.
In compliance with recent regulations, Davidson Water, Inc. conducted sampling for possible contaminants included in UCMR3, which included PFOA and PFOS. Four samples were collected between May 2014 and February 2015. All samples had a result of No Detection for PFOA and PFOS.
